Maintenance, Fines pre 5 April 2004, and Civil Debts Deductions (England and Wales)

If you have an existing attachment of earnings order for fines prior to 5 April 2004, add an 'Attachment on earnings' pay item to the employee's standard pay tab of their employee details screen. Enter the Normal Deduction Rate (NDR) in the factor field and Protected Earnings Rate (PER) in the protected earnings field.

The 'Attachment on earnings' pay item is predefined in KwikPay with the calculation method set to 'Priority AEO'. This calculation method accumulates all pay items with a property 'AEO' set to 'Attachable', then subtracts tax and NI and if the net pay exceeds the protected earnings rate, it subtracts the deduction. If there is insufficient net pay to make the full deduction, the remainder of the deduction is carried forward to the next pay period and added to the deduction to be made next period, if there is sufficient net pay.

Fines by Fixed Table Deductions post 5 April 2004 (England and Wales)

To comply with an order to make a Council Tax attachment of earnings, add a 'Council Tax Attachment on Earnings' pay item to the employee's standard pay tab. Arrestment of Earnings (Scotland)

Scottish arrestment orders are processed by adding either a 'Scottish Earnings Arrestment' or 'Current Maintenance Arrestment' pay item to the employee's standard pay tab. The 'Scottish Earnings Arrestment' pay item needs no data entered with the pay item. The pay item will calculate the deduciton amount. For the 'Current Maintenance Arrestment' pay item, you need to enter the daily maintenance rate in the factor field, daily protected earnings in the protected earnings field, and set the start date to the effective date of the order.

The 'Scottish Earnings Arrestment' pay item is predefined in KwikPay with the calculation method set to 'Deduction arrestment of earnings'. This calculation method accumulates all pay items with a property 'DAE' set to 'Attachable', then subtracts tax and NI and then uses the net pay to establish the percentage rate to be used in calculating the deduction.

However, the Current Maintenance Arrestment' pay item is predefined in KwikPay with the calculation method set to 'Scottish Current Maintenance'. This calculation method accumulates all pay items with a property 'AO' set to 'Attachable', then subtracts tax and NI and then if the daily net pay exceeds the daily protected earnings, it calculates the deduction as the daily maintenance rate multiplied by the number of calendar days in the pay period.

Deduction from Earnings (United Kingdom)

To comply with an order from the Child Support Agency to make a deduction from earnings, add a 'Attachment on earnings order (child support)' pay item to the employee's standard pay tab. You will need to enter the normal deduction rate (NDR) in the factor field, protected earningd rate (PER) in the protected earnings field and enter the effective date of the order in the start date field.
